and and then, he did what i thought he's going to do. praise and thank both bush president and things they've done with him on projects and things like that. and in that, remember this... quadruple the debt in the year four years before i was president, doubled it again in two years, in the term after i was president. and then, gave barack obama the inherited problem. i mean he really was really saying don't go back to the policies. >> fact checker will go through this thing. he got as megan mentioned pretty wonky on specifics when it came to welfare reform and the actions that have happened in recent weeks and also, in fighting deficit and debt. what republicans have said about that. >> and he had gotten into a

lot of numbers i suspect fact check qler -- checkers will be busy with this speech. for a guy that didn't speak to president obama three months after the inauguration this was a warm speech and a spirited defense of the first obama term. and if you want to go back to one of bill clinton's most famous lines era of big government is over this, was sort of a second version of that. it could be the era of fake government was over, just kidding. it's not. it's a defense of big government and aggressive liberalism. waits defensive speech. he went back and answered challenges made by paul ryan, and by others in tampa last week. and it wasn't very forward looking. if you look at what president clinton said about barack obama's plans on the debt, just take one example saying he cuts debt and brightens future for our children. i don't know how this will

play, clearly people here liked this speech. it was long and detailed and felt rambling to me. and i trust brit's instincts on this, he covered bill clinton so long and knows what will sell. i think people might have turned off a channel because it was so long, so wonky. >> one of the parts that was the most notable, brit was the part he looks at everyone and said no president could have gotten this economy turned around in three and a half years. i'm telling you. no one could do it. and he vouched for him and said i believe that with all of my heart. you know, bret points out barack obama said if i can't get it done in three and a half years, one term proposition. you tell me. will people hold that against barack obama? or believe this president? >> well, what they're asking to do is there are those index fingers and remember, that is

the same finger said dinot -- listen to me on this. and this is to this are people, it's forgeful and may be convincing but in the job this is a job for this president to do, so, after all, president clinton said we're not where we need to be. and this was a defense of a record and you heard it also in elizabeth warrant's speech. waits a catalog of how terrible things are. the system is rigged and people not getting a fair chance and all of that. that was a kind of a speech you'd make in favor of someone challenging the person in office. there is some of that in president clinton as well. and now, saying he couldn't have done better and he did a lot of things very well, indeed. he may help with some people but people are going to make their own judgments about what they expected from this president. i'm not sure the speech at this length changed people's

perceptions of that. >> and in dwramp we heard republicans talking about how democrats and their view demonize success. president obama demonizes debt. they came out and said that is not what we're about. we're just about shared opportunity for everybody. leveling the playing field. your thoughts on that? >> i think they have. i think they're starting to. and i think again, one thing i saw in tampa one speech doesn't make the convention. you have to build through and we've got to see what the president does himself, tomorrow, i think what happened, though is that president clinton made a more spirited defense and able offense than the obama people have been able to do. but part that have comes from his credibility. he's the last person in office when we had a strong, vibrant economy. people like him now. when he said i believe in my heart no president, not me, i

couldn't have done this, i think it does help. and then, to make the case against the policies and on the facts, again, they'll be fact checker was plenty to check. but you know that can't -- that case he made as long as it was, i think needed to be made. >> but the whole thing about are you better off than you were four years ago is really a feeling about how the station in live where optimism is and do you believe this guy can improve your situation? so tonight... president clinton is not barack obama. he's not the same president. are people going to link that and say do you know what? barack obama can make my life more optimistic and better? >> i think that is suddenly the key question. will this be effective? the answer is that this was a backwards looking speech.

it was a defense of barack obama and explanation, a justification of his inability to take us further to do the things president obama said woe do when running for president. and when he was inaugurated. in a sense this is bill clinton explaining barack obama's failure. there was not much about what he will do in the second term. i think that will come tomorrow into speeches from joe bride biden and barack obama. if you're talking about this right direction wrong direction question we've been talking about this week, bill clinton didn't do much to say he's going to put you on the right direction. he said this is the direction we've been on. it's sloier than we thought. we wanted to it work better than it did. he didn't say much about what is coming. >> it's almost a -- it's okay he doesn't get it fast enough. the economy, it's okay. i couldn't have done it. he can't do it but give him another shot? >> it is cracking up what president obama said and what

i thought were a statement, he got an incomplete. this is a man made an incomplete on the job he was elected to do. i think there is reason to argue he never understood that was job one and above all, main job of his presidency. but be that as it may he did his best to, this past president did his best to make it look this president couldn't have done any better. i think he made that argument about as well as it could be made. it's not a great argument to have to be making. >> speak to the length of the speech. it's 11:30. he was speaking from 10:30 to almost 11:30 and going on and going into some detail on welfare, medicare and doughnut home. you tell me whether folks at home were just taking in this event on their couches are going to receive that? >> they're not going to retain details. what the policy details he acted in this speech may have done is give it some weight and credibility. he speaks of such thing was

command and comfort. you sense he know what's he's talking b you always have about him. very comfortable with policy details. when he packs a speech it adds weight and also adds length and complexity f you're trying to follow along you get lost in details it seems to me a lot of the arguments are going to fall away. because people can't remember them. >> final word here, joe. the speech was now moved from bank of america stadium into this arena. it's loud and packed but not the stadium they're hoping for. >> no. i've talked to delegates. there are a lot of delegates that wanted to have the big thing in the stadium. but look. this is we know we can barely hear when the crowd last few nights. not tomorrow night, they're going pack a lot more people in here. goitsing to be a -- going to be fired up and ready to go. >> panel, thank you very much. >> and now there will be a

balloon drop because they were not able to get that in order in 24 hours, they're going get 100 thousand balloons blown up. now, chris wallace is live on the floor. chris? >> you know, bill clinton's nickname in the democratic party is the big dog. he was certainly the big dog tonight. he commanded this arena for almost an hour, 50 minutes. i will say he began to wear them out at the end. you can see energy level in the last maybe 15 minutes beginning to diminish here in the crowd but there was a tremendous amount of excite. the question of length and detail. we in the media, i remember when bill clinton gave his state of the union speeches i would say he went too long. they'd find out they did polls people loved detail and loved length and didn't get turned off by the length. seemed to me the reason that he's such an effective political speaker is because

he's such an effective political thinker and he is able, as brit said to frame a political argument more effectively than anyone i have seen in politics and part of that, they're telling us he was asking his researcher more facts more detail, more wonkery, if you will is because he wants to make this kind of an argument. he thinks people, voters want to hear it and will understand it as he makes the case. the key and i think we agree is that he has to explain why hope rg change and expectations of the last four years have not been realized and that if we're in an economy with $60 trillion in debt, and look what he came up with. it was pretty good and effective to this crowd. when he said i went through the exactly the same thing in 94 and 95. the economy was growing but you couldn't feel it yet. and then, fortunately for me

it turned around in 96 and came roaring back. he gave the good house keeping seal of approval it will come roaring back for this guy. his final words, we're coming back. basically saying you've got to hope for the hope. one other point is this. there are sharp differences between the obama record and the clinton record. clinton balanced the budget had a surplus by the end. obama has added $5 trillion in debt to the deficit. and obama has had this question as to what he's done on welfare, bill clinton signed republican plan welfare turning into work into law. so there are sharp differences no question that after his defeat in 1994, bill clinton moved to the center, hard to make the argument barack obama has done that. whether or not the voters are going to notice that or whether they're going say bill clinton vouches for barack obama we'll have to wait and

joins us live from washington, d.c.. your thoughts on the speech? >> when i think i'm going respect said from the past i think it was a giant swing ask a miss. mighty casey and bill clinton is a natural. a struck out on this, i don't think it moved a needle whatsoever. it had classic elements, it was engaging and humorous. in cases it was generous and there are more mention of the bushes than three days in tampa but it was vintage clinton? in that it was sprawling, undisciplined and self indull jent this, is one of the strangest nomination speeches i think ever given kind of between a state of the union address and a policy seminar and what sounded to me like a campaign speech for clinton term. obama was sort of insy dental.

he was shown every once in a while in the speech. megyn raised a point about clinton saying i believe no other president could have done this or done any better than this, remember, the slogan of obama in 2008 was yes, we can. as mentioned earlier you heard elizabeth lawrence speech it was miserable conditions in america today that, is the kind of speech you would have affected four years ago. running against republicans there is no recognition whatsoever that the current conditions are the result and they're on the watch of, the obama administration. and one last point is that he is sort of the rebutler in chief. but paul ryan can handle that in 0 minutes in his debate.

soy think it was a wasted opportunity of what could have been a great, stirring rousing endorsement of obama. >> charles we often don't talk about how president clinton is very different from president ob yaum and about the moderation and the so called working with the republican congress but the real acceleration in that kplint oneconomy happened with a republican senate and republican house. and some spending restraints and capitol gains cuts as well. >> that is right. and it's the one thing clinton could not admit. that when he lost the house, in this gingrich revolution, he changed course, first two years he was a sort of left wing trying to take over health care, raising taxes and all of that as obama was. but he made a very decisive shift for obama was natural

because he is by instinct a centristz obama is a far more left democrat. and it's because of that shift to the center that clinton succeeded, that he passed welfare and ended up with a balanced budget and because he did not shift that obama is where he is with little support and just hanging on in a race that i could lose. >> how much does it help this democrats, however, just to see one of their most-loved democrat, a 69% approval rating for president clints ontoday get up and there and say i'm on team obama, you should be, too? >> i think there is a value in the hall and among the believers that this was an important event. it's laying on of the grandz of the grand old man. clinton is to democrats what

reagan presidency was to republicans. you know? an icon and i think there is a kind of symbolism in clintonon saying in particular because he was centrist, obama is not, he's okay, support him, etc.. i don't think it has any res onance beyond the hall that. is why i think it was a missed opportunity. i could have been a tight speech and obama oriented speech. think about how long obama was hiding behind the curtain waiting for clinton to finish. in some way the clinton revenge for 2008. i'm sure he was sort of having him watch the whole time in disbelief about how long goitsing on and in a way a clinton keeping people waiting as he always does except this time it was a man he was supposedly endorsing and promoting. >> charles, i have 10 seconds,

this is on the record live from democratic national convention in charlotte, north carolina you're looking at roll call. delegates from states announcing votes for the presidential nom nee. now it's night two of the democratic national convention. today, after weather delayed an air force one take off president obama arrived here in charlotte. tonight perhaps the biggest star of the democratic party was here, former president bill clinton nominating president obama for a second term then a sig surprise, president obama joined president clinton on stage.

and joining us now our political panel. byron york, and amy stod yard and rick klein. all right. byron, you're first, big night tonight. president clinton coming out to, you can't stop thinking about tomorrow. >> it's a big speech. i said it last night. bill clinton makes the case for barack obama's reelection better than barack obama does. clinton is the best simplifier and best explainer in the business. and he just knocked down republican policy points from a democratic perspective. and he built the case for barack obama. he said... look. no president, not me, no other president could have gotten us out of this hole in just four years. and i thought waits very effective, kind of long

and well, we've been working with president clinton in his team throughout the process. in 2008 we went through a primary. there is no secret about that. relationships take time to build. but president obama has spoken with president clinton over the years we've worked with his team and just look at the administration. 20 officials helped us shape policy. obviously our secretary of state helped us restore alicenses around the world. and president clibt clinton is fund raising and tonight you saw him accomplish we wanted an honest conversation about where we are in 2008 and what more we need to do. >> you know, it's interesting about this convention. republicans share a reved up convention. and there is a question is

undecided. and the numbers for your campaign. >> and you know, it's los and competitive in key states and has been for a year and a half. there is not a huge number of undecided out there. for those who tuned in, think think wanted answers to question about who would restore economic security to the middle class. republicans recycled same false tacks against the president. you heard the president debunk some of those tonight. and i think. >> it's different. president obama is in a position having to spend this, his administration he made promises in 2009 he's going to have this done by three years or whatever. those campaigns goring to take shots. what i'm curious is what is going to judge the undecided? i'm wondering if have you a sense of how many are out there? and your party going to watch this tonight. >> how, how big is this undecided? how do you get it?

>> there is polls shift back and forth. they're looking for a plan to restore security for middle class slipping before the economic crisis was getting harder to send your kids to college. the question is... do you believe we should continue to make investments in thinks like education and research and development? infrom a structure? reduce deficit in a responsible way? or build from the top down? extend $5 trillion tax cuts to the wealthyest parts of the middle class and seniors for them. and assume the market will take care of the rest? we've trif that had before. led to the slowest pace of job creation since world war i i. this is people having a difficult time but leadership, leader supposed owe to be a magical wizard to get parties together to get someone done. i give republicans a hard time. this tax cuts not going to be

debated until december. the economy is on stall. what is the president doing now to try to get everyone back to get process gres? >> the president has called for immediate reaction and the hold of it is that republicans are refusing to pass the wealthyest for a dime. >> this is ohio. >> there is ohio casting votes for the president and next president of the united states, barack obama. >> thank you mr. chairman. and there is ohio cast 188 votes. for barack obama.

>> ohio, that is saying you want to win and and there are organizers on the ground. >> and there is next question. >> listen, i think one decision that will matter a lot in the state of ohio fact that more pundits know and the president granted rescue loans to auto industry. one in eight jobs in ohio linked to the auto industry. a mill gin yin jobs on the line. the president took action. gm has been reborn. that will matter a lot. we've made invest manies to spur both at the manufacturing sector. there is 5,000 jobs have been created. there is to continue the growth, you can see pro guess there.

we can't stop there. >> and if my recollection serves me correctly ohio unemployment is lower than the national average. there is a republican governor there. do you howe do you convince it's not the republican governor that did this for you it's the democratic president? >> i think what is interesting is that many republican sounded a different tune on the economy. and there is when they know rescue was essential there in virginia. and said that it was essential to economic recovery in the state of virginia so i think that few would doubt in the state of ohio there is a resurgence in the auto industry that has provided a boost to the state. we can't cut back in areas like worker training and community colleges.

>> this president's favoribility are grim. there are better numbers but why do you think they're where they are? >> if you can look at favor yikt ratings person with the high historic high is governor romney n 1980 ronald reagan's favor yigt were above water. president obamas have been above water z governor romney's underwater that is because in states like ohio they're not going vote for someone who is an outsourcer in chief. and. >> this is going to be a fascinating campaign. >> it's official. president obama has just received the democratic party nomination for president. the state of ohio putting the president over the top and president obama will give his

speech right here, and president clinton is back and dazzling the crowd getting top billing and here are some of the height lights. >> these past four years mitt rom zmeeney and tee party allies cared more about tearing down the president than building up america. they're hoping we'll forget that. they're also hoping that we'll forget their role in piling ape mountain of debt being left to our children, and to our grandchildren. >> if being a democrat means i can find about seniors in the sunset of life, color me democrat. color me. after all all, we're the ones protecting social security and medicare, medicaid who fought for fair

people with his arrogance saying they vote them early on saying elections have consequence and i won. if this and that is what what we've heard from terms of cooperation. >> that will be an important question in this election. president obama has low ratings on the big issue. the economy. he's blaming a lot of it on republicans. it's part of the article of faith among democrats that this president was obstructed at every turn by republican who's made up their minds in the beginning of quoting mitch mcconnell and they weren't going work with them. and going to try to block everything he did. there is another side of the argument to get the comments that bob wood ward that he didn't offer them very much. in other words when you look at the stimulus bill or health care reform bill there weren't a lot of ideas in there atracking republican vos so they felt free to vote against

those. >> there is something different about being president. of course opposing party is an obstruction. you have presidents like lbj constantly working the ill and relationships so overcome those long shots and you can get things done. it's not just a game of on the other side blocked me or so and so is arrogant. there is a leader has got to overcome it. >> i think it's true and it's been one of the challenges these presidents face. they have opposition. democrat president foremost of the past century and into this century most of the time had conroll of both houses of the congress. or control of one. and this president had control of both. which makes argument it seems to me that he was obstructed by republicans when he had could -- pretty lame. >> i went back and did research. going back to january, 23, 2009 about three days into his

presidency he says to his opponent, i won. that is a fact. but you've got to work the political enemy it's not a very good start. three days into the presidency. >> a agree. that is matter of personality and style. some presidents, bill clinton being a good example are kind of natural charming and know how to scmooze the other side thchl president doesn't particularly like to do that. and look. i don't blame him for that. >> greta: can you get something done in washington unless you've got this swallow your pride and work with the opposition? and you know, even things you don't like? >> there is what i think is not sf you shut someone off by saying i won. critical question is whether

in doing business with the other party you're going to compromise to give them something attracting their votes. it doesn't matter as much whether the president is a good scmoozer or socializer. if he gives members of the other party pieces of the legislation that they like it makes it harder for them to move against the unfinished product. a fair argument could be made on major pieces of legislation, stimulus bill which is a principal effort on the economy and interest there is health care reform bill as well he gave them very little to attract them. >> and for the health care and for student loans he didn't need them. >> well, well, there is a condition they're in now. if you pass a major piece of social legislation that changes everything and you do it with your party alone it
